Transitioning to a new duty station is a journey marked by both excitement and the inevitable stress of logistics. When your orders say Fort Hood, one of the first questions on your mind is undoubtedly: "Where are we going to live?"

For many military families, the convenience of living on-post is a major draw. However, the housing market in Central Texas is dynamic, and the on-post waitlist can be a complex puzzle to solve. At Harroon Realty Group, we specialize in guiding families through these meaningful life transitions with clarity and compassion. Whether you are a first-time homebuyer or looking for the perfect rental in Harker Heights or Copperas Cove, understanding your options is the first step to a successful move.

Here are 10 essential things you need to know about the Fort Hood on-post housing waitlist to help you navigate your PCS with confidence.

1. The "30-Day Rule" is Your Best Friend

Your eligibility date: the date that determines your place on the waitlist: is heavily influenced by when you apply. If you submit your application and all required documents within 30 days of arriving at Fort Hood, your eligibility date is backdated to the day you departed your last duty station (as shown on your clearing papers).

If you wait until day 31, your eligibility date becomes the day you walked into the housing office. In a competitive environment, those extra weeks can mean the difference between moving in next month or waiting until next season.

2. Understand the Two Different Housing Providers

On-post housing at Fort Hood is managed by private partners, but it is split into two distinct entities:

  • Liberty Village: Primarily caters to married or single-parent soldiers (typically E1-E6) with no more than two children ages 10 and younger. They manage approximately 300 two-bedroom units and often have shorter wait times: sometimes as low as three months.
  • Cavalry Family Housing (CFH): This is the larger provider, overseeing over 5,540 homes across several neighborhoods. They offer two- to five-bedroom units for all ranks.

Knowing which one fits your family size and rank is crucial before you start the paperwork.

3. The 6-Tier Priority System

The waitlist isn't just a straight line; it’s a tiered system. Placement is determined by your category:

  • Priority 1: Key and Essential personnel, hardship cases (approved by the Garrison Commander), and "forced moves" (e.g., houses undergoing major renovation).
  • Priority 2: In-bound PCS Soldiers and those currently living off-post who wish to move on-post.
  • Priority 3: Residents requesting a "move-over" to a different home for non-emergency reasons.
  • Priority 4-6: This includes unaccompanied members, retirees, and even the general public if occupancy rates allow.

Most PCSing families fall into Priority 2, which is where the "Eligibility Date" mentioned in Point 1 becomes the tie-breaker.

4. Document Readiness Prevents Delays

Your application won't be "active" until it is complete. To avoid being skipped over, have a digital folder ready with:

  • Orders to Fort Hood (including any amendments).
  • DD Form 1172-2 (DEERS Enrollment).
  • Current end-of-month LES.
  • DA Form 31 (Leave Form) or your IPPS-A Approved Absence Request.

At Harroon Realty Group, we often see families lose their spot simply because a single document was missing or outdated. Excellence in your preparation leads to excellence in your results.

5. Wait Times Can Range from 2 Weeks to 12 Months

It sounds like a wide gap because it is. Wait times depend on three main factors: your rank, the number of bedrooms you qualify for, and current occupancy. During the peak summer PCS cycle, waitlists can balloon. Conversely, if you are arriving in the "off-season" (late fall or winter), you might find a home much faster.

If the wait for a four-bedroom home is six months but your family is currently squeezed into a hotel, this is the moment to evaluate if an off-post home in Temple or Jarrell might provide a faster path to stability.

6. Neighborhoods are Assigned by Rank

On-post, you don't always get to pick the specific neighborhood. Homes are grouped into "villages" or "neighborhoods" based on rank bands (e.g., Junior NCO, Senior NCO, Company Grade Officer). While some neighborhoods are newer with modern amenities, others are more established. It’s a good idea to research the specific villages associated with your rank so you can manage your expectations for the style and age of the home.

7. EFMP and Special Considerations

If you have a family member enrolled in the Exceptional Family Member Program (EFMP) with specific housing requirements (like ADA accessibility or central air for medical reasons), you may be eligible for priority placement or a specific type of home. This requires coordination between the housing office and medical providers. Be sure to flag this early in your application process to ensure your family’s health and comfort are prioritized.

8. The Financial Trade-Off: BAH

When you live on-post, you typically forfeit your entire Basic Allowance for Housing (BAH) to the housing provider. This includes utilities (within a certain usage cap).

  • The Pro: Convenience and no surprise utility bills.
  • The Con: You aren't building equity.

For many families, especially those staying for 3+ years, the financial wisdom of purchasing a home off-post and "paying yourself" through equity is a compelling alternative. You can use our mortgage calculator to see how your BAH might work for you in the local market.

9. "Waitlist Frozen" Situations

During high-traffic months, the housing office may "freeze" a waitlist for a specific rank or bedroom count if it becomes unmanageably long. If you find yourself in this situation, don't panic. It’s a signal to pivot. Having a trusted real estate partner who understands the local area can help you find a rental or a purchase that keeps your commute short and your family comfortable.

10. The Importance of a "Plan B"

The most successful PCS moves are the ones with a backup plan. If the on-post waitlist looks like it will exceed 60 days, it’s time to look at the surrounding communities. Harker Heights, Copperas Cove, and Killeen offer incredible value, diverse neighborhoods, and a strong sense of community that mirrors the military lifestyle. For many families also considering areas like Temple or Jarrell, the commute is often more manageable than they expect, with a relatively straightforward drive that is typically a straight shot down I-35 or Highway 190 depending on where you choose to live.

It is also wise to plan for extra time during move-in if your household goods are being delivered on-post. Delivery trucks often experience delays at the Fort Hood gates while going through security screening, which can affect arrival windows and make an already busy moving day feel more rushed.
